BILLET Governance Pack Readiness Check
A lightweight self-assessment of whether a governance pack is sufficiently clear and evidenced to support meaningful senior review. It does not inspect, rewrite or assure the pack.
Is this governance pack sufficiently prepared for senior review?
Decision required
Does the pack clearly state the decision or approval being requested?
A senior reviewer should be able to identify the required decision without reconstructing it from the wider document.
Recommendation basis
Does the pack explain why the recommended course is credible?
The rationale should be supported by relevant evidence and acknowledge realistic alternatives or constraints.
Value and benefits
Is the expected value explained with enough evidence for the decision being requested?
Distinguish supported benefits from assumptions or outcomes that still require validation.
Delivery confidence
Does the pack provide a credible view of how the next stage could be delivered?
The level of detail should be proportionate to the decision, while making major dependencies, constraints and resource implications visible.
Risk and uncertainty
Are the material risks, assumptions and unresolved uncertainties visible?
The pack should not create false certainty. Senior reviewers should be able to see what remains unproven or dependent on future evidence.
Governance conditions
Does the pack make clear what evidence, conditions or assurance are required next?
Approval may be conditional. The pack should show what must be demonstrated and where further scrutiny is required.
Decision ownership
Would the pack help the accountable sponsor or governance body own the decision?
The pack should support judgement and accountability rather than merely demonstrate that documentation exists.
